Preheat oven to 350 degrees
Cook the ground beef in a large pan over medium-high heat, season with salt and pepper. Cook until browned, stirring occasionally
Add the peppers and onions to the pan, season with spices, cook for 10-15 minutes until peppers and onions are soft
Add the cream cheese and broth, stir together until mixed well and melted
Transfer the mixture to an 8x10 casserole dish, cover with provolone slices
Bake for 10-15 minutes, until cheese is melted and slightly browned
Let it sit for 10-15 minutes before serving
